This building was built in two stages. First the main façade on García Barbón and the first part on Pontevedra St. were built. This work was completed in 1900. The owner José García Barbón ceded it to the council to be used as a School of Crafts and Trades and public library. In 1902 it was extended and was used for women’s education. This extension was completed in 1904.

The style of the building is eclectic, however the decoration gives the appearance of neo-medieval style.

The façade on García Barbón is designed in three sections, two of which are more prominent flanking the central part which is differentiated also by the way the window spaces are decorated.

Features of Eclecticism are present in the way decoration changes differentiating each floor and here we can also see a moulding with a plant motif outlined in the central sections.

On the first floor there is a large window with a mullion decorated with a ledge and a false balcony with small semi-circular arches.

The façade on calle Pontevedra features a balcony with a rail of semi-circular arches, like those at the top of the building. The opening at the top of the balcony is decorated with a plant motif and at the lintel there is an indexed arch decorated with leaves, and a pinnacle in the middle more associated with blazing Gothic style.

The annex building which was added on later is linked to the main building through a portico with an ogee pediment at the top. Decoration is more restrained but one feature of interest is a dentiled gallery of openings separated by columns on the second floor.
