This building now houses the Fundación Penzol Library.
By 1818 the Town Hall building was showing signs of decay. After a fire in 1851 the council offices were moved to a rented premises and the City Council decided to build a new Town Hall on the site of the old building at Plaza de la Constitución.
In 1859 plans for the new building had been drawn up by the architect José María Ortiz and the project was commissioned to the builder José Antonio González Bernárdez. José María Ortiz y Sánchez was a member of the Real Academia de Bellas Artes de San Fernando and was also qualified in the construction of minor roads and assistant in the Auxiliary Civil Engineering Association.
The interest of the building lies in that it is of the few in the city with a style in transition to eclecticism. Eclecticism and other more classical features are combined.
The façade looks onto the square Plaza de la Constitución and is made of stonework. It is the most decorative façade, with three horizontal divisions. Each of the three parts has the same composition – a plinth, pilasters ending in Corinthian capitals and entablement. The function of each floor was differentiated in the design by accentuating the decorative features of each.
The back façade overlooks the Plaza de la Princesa and has the same composition although with reduced decoration.
